3) Economic Development

There is the need to unlock value out of the immense human, material and physical resources that Nigeria is endowed with, to stimulate the much needed growth and economic development of the Country.
Nigeria must be put back to work, and this we will pursue through the followings:

Land
We believe that land is wealth, but land has to be properly managed for it to create wealth and become a source of livelihood for the people.
•    Every square inch of land will be surveyed and analysed to determine the appropriate economic activities for different parts of Nigeria.
•    Adequate database will be developed for arable land, solid mineral resources and water resources.
•    There will be easy and ready access to land for developmental activities and every bottleneck removed.

Finance
•    Constraints on project financing will be removed through efficient capital mobilization, and sound saving culture supported by effective monetary policies.
•    Our government will design creative means of reducing interest rates to promote entrepreneurship and development.

Agriculture
•    Our government will ensure that all arable land in Nigeria is put to optimal use.
•    Forestry development is a reflection of a people environmental awareness and economic sense. Nigeria's forest is being depleted without a concerted effort to replenish it by having new plantations. This trend will be stopped forthwith and forest reserves will be developed simultaneously in all designated locations.
•    We will also use the development of forestry in the Sahel zone to forestall desert encroachment.
•    Different parts of Nigeria have comparative advantage for producing specific crops. Our goal is to promote large-scale commercial farming while building the capacity of subsistence farmers through extension services. We will also develop horticulture to the fullest.
•    We will develop livestock farming and fisheries.
•    We will achieve self-sufficiency in fertilizer production.
•    As part of the effort to modernise and enlarge our capacity for large scale farming, we will encourage local fabrication of farm implements and the assemblage of agricultural machines.
•    We will provide easy access to agricultural financing and credit to farmers.
•    We will provide strategic storage facilities to minimize post harvest waste.
•    We will teach farmers to add value and package their products for marketing and export purposes.
•    We will encourage training and research through regular and specialized agricultural institutions.
•    We will promote the involvement of youth and women in agricultural development

Oil and Gas
•    The department of petroleum resources will be strengthened to be more efficient in promoting local content and Nigerian technological capacity for the oil industry.
•    We will promote openness and transparency in the activities of the oil companies.
•    We will provide adequate security resources to prevent criminal activities in the industry.
•    We will boost our oil production output.
•    We will generate more income in the gas sector.
•    All manners of environmental pollution will be reduced to the barest minimum and appropriate remedial actions will be taken where pollution has taken place.
•    The use of gas for domestic and industrial purposes will be facilitated throughout Nigeria.
•    Product pipelines will be constructed for efficient delivery around the country.
•    Nigeria will achieve self-sufficiency in refined products within 4yrs by building adequate numbers of refineries through public and private partnership.
•    The Niger Delta people will be recognized as stakeholders in the oil industry and will be supported to control resources like all other states of Nigeria.
•    We will develop our petrochemical industry and their derivatives to the fullest capacity.

Solid Mineral Resources
•    Public and private resources will be mobilized to develop our solid minerals until we become big players especially in developing our bitumen, mining our coal, gold, iron-ore, tin and others.
•    We will develop our limestone, granite and other rough products for local building industries and export trading development.

Iron and steel
•    Our original vision of achieving prominence in the iron and steel industry will be revived and pursued through public-private partnership so that imports will only supplement local production.

Industry
•    We shall partner with the private sector to revive and develop dormant industries while promoting new ones based on our resources and strategic needs.
•    We will ensure that Nigerian products meet international standards in quality and packaging so as to effectively export our products.
•    Small cottage industries that will support big industries will be promoted.

Commerce
•    The entrepreneurial spirit of the Nigerian people will be harnessed to foster domestic trade in a coordinated manner.
•    We will drive commerce with the aim of enhancing development of local infrastructure and strengthening commercial activities.
•    Large and medium size shopping malls of international standards will be developed in strategic locations around the nation through public private partnership.
•    International trade will also be promoted through an export guarantee scheme and the export promotion council.

Tourism
•    Nigeria has tremendous tourism potentials. Enhanced infrastructure development, security and tourism information will produce a boom in the tourism industry.
•    New hotels will be built in strategic locations through public private partnership.

Entertainment
The Nigerian entertainment industry is a potential foreign exchange earner for the government and source of employment for the citizens when optimally developed.
•    We will partner with private companies to set up film studios in strategic locations in Nigeria.
•    We will facilitate the development of Integrated Entertainment Centres to boost the activities of the industry.
•    We shall facilitate private financing of high quality, world class entertainment products to boost revenues as well as overall performance of the industry while also enhancing the image and reputation of Nigeria.
•    We shall strengthen the regulatory and legislative frameworks to protect the intellectual rights of players in the industry.

Sports
•    Programmes for developing Nigeria's sporting capabilities will be introduced at primary school level for early discovery and development of children with sporting talents.
•    Appropriate infrastructure and incentive will be provided to bring out the best in the youth.
•    Sports will be developed as a viable commercial enterprise throughout Nigeria.
•    We will position Nigeria to host international sporting events and to excel in international competitions.

Information Technology
•    Education in information technology will be promoted from the kindergarten to tertiary level.
•    All students will be computer literate and we will develop programs and incentives to make information and communication technology a national passion.
•    The manufacturing of computer and electronic equipment in Nigeria will be deliberately promoted.
•    We will develop and promote service models for meeting domestic and export related information technology needs.

Security, Law, Order and Justice
No matter how much development the nation attains, without having an environment where law, order, equity and peace prevail, and then such development could easily be jeopardized.
•    Existing and new investments in the nation can only be sustained where there is security of life and property.
•    We will create an atmosphere that thrives on security, law, order and justice through the deployment of the followings:

National Identification
•    Every Nigerian will be required to have three sets of identification namely; national identity card, health insurance card and social security card.
•    Voters' card and drivers' license of citizens will carry biometrics data for ease of tracking related transactions.
•    We will develop a culture of generating personal data of every citizen and resident on a national database;  birth registration, death records and changes to citizens and residents' records will be readily captured on the database to enable easy access and tracking by relevant authorities.
•    Emergency phonelines will be provided so that any emergency situation can be readily traced.
•    CCTV cameras and other forms of surveillance systems will be installed in strategic locations across the country for security purposes.

Nationalist movement
The relevance of social mobilization for maintaining law and order is that mobilized citizens are usually vigilant and committed to communal well-being. Nationalism is one of our core values. It will promote commitment to the Nigerian nation by all citizens and the willingness to defend our nation from any form of national aggression.
•    Citizens will be encouraged to participate in vigilante groups and community policing.
•    Citizens will be taught to raise alarm and use dedicated emergency lines whenever there are suspicious activities, or emergencies.
Full Employment
Idleness and frustration tends to promote criminality. Developmental activities will create avalanche of employment opportunities.
•    All able bodied citizens will be assisted to have a sense of livelihood and a registered place of work.

Law
Any nation that does not respect the rule of law cannot be strong or stable.
•    Our legal system will be modernized, properly staffed and equipped for efficiency.
•    Laws with inappropriate or inadequate sanctions will be repealed and all existing laws will be efficiently and effectively enforced.

Judiciary
•    The Judiciary will be adequately staffed and equipped for speedy and credible trial, adjudication and judgment.
•    Judicial personnel will be adequately remunerated to remove any excuse for laxity and corruption.
•    Integrity and productivity will be rewarded but there will be no tolerance for any form of corruption.

Social Discipline
Orderly behaviour, courtesy and social discipline will be promoted.
Appropriate sanctions for violations will be prescribed.

Intelligence
•    As pointed out earlier, mobilized citizens are vigilant citizens.
•    Citizens will be made to appreciate that; it is their patriotic duty to inform government of any form of suspicious and anti social behaviour.
•    Nigerians in Diaspora will also be encouraged to report any development that is inimical to the interest of the nation.
•    Our national capacity for intelligence gathering and professionalism in the security sector will be enhanced.

Police
The police duty is to serve the citizens. The rights of the citizens are sacrosanct even when they are suspects.
•    The Nigerian police force will be adequately staffed, trained and equipped to efficiently enforce law and order.
•    Police will be adequately remunerated, accommodated and provided with logistic support to boost their morale and secure loyalty.
•    Any policeman involved in acts of corruption will be fully sanctioned.
•    Insurance will be provided for all policemen in case of accidents or death in the cause of duty.
•    Citizens will be taught to obey lawful orders from law enforcement officers.
•    We will expand the police force in order to increase job opportunity for the youth and strengthen our security.
•    The United Nations recommended police to population ratio of 1:400 would be implemented.

Fire Services
Every community will have a fire service department with adequate resources to put out fires and rescue citizens trapped in fire outbreak.
•    The same emergency lines used for the police will also be connected to the fire stations, paramedics and ambulance services.

Prisons
•    We shall reform and expand the prison system.

Other Law Enforcement Agencies
•    Customs, NDLEA, and others will have their capacity for efficiency and effectiveness enhanced while adequate resources will be provided to the personnel.
•    Any form of corruption will be seriously sanctioned.

Defense
•    The process of professionalization of the armed forces will continue.
•    Military hospitals will become centres of excellence for research, development and services.
•    The sporting capacity of military personnel and all other security personnel will be strengthened to identify those who can make the nation proud.
•    A new defence city with ministry of defence and defence headquarters having staff accommodation, schools and shopping facilities will be developed through public private partnership.
•    Armed forces personnel will serve in managing national emergencies.
