1) Human Resource Development

Nigeria, the most populous black nation in the world has never fully appreciated the potential and power of its human resources if adequately nurtured, developed and mobilized. If the nation has nothing except a developed human resource base, it can still achieve greatness. No other programme will work effectively without an appropriate development and deployment of our human resources.


To achieve this, we will focus on the followings:

Education
•    Universal basic education for children…locally relevant, globally credible
•    Readily available, accessible, affordable, qualitative and cost effective education
•    Vocational training and adult literacy
•    Compulsory for every child under 18
•    Continuous civil education
•    Continue to promote and encourage the private sector without compromising standards
•    Provide conducive learning environment in educational Institutions
•    Functional education to address well researched labour needs of the nation

We will promote Science, Engineering and Technology in a culture that encourages inventions, not only in the Universities, but also in the military, and Para-military institutions as well as the private sector.

Health
•    Adequate funding of the health sector as recommended by the WHO
•    Preventive health delivery programmes through public health education
•    Development and modernization of infrastructure through public-private partnership (PPP)
•    Promotion of private initiative in health care delivery
•    Free primary health care in public health institutions
•    Promotion of in-school health programmes in educational institutions
•    Comprehensive health insurance for all citizens will be promoted
•    Retraining and re-orientation of medical personnel
•    Entrepreneurial management of secondary and tertiary health institutions
•    Targeted programmes: maternal and child health, malaria, HIV, Cancer, etc
•    Investment on medical research in public, military, Para-military and private institutions
•    Support development of alternative Medicare based on best practices

Labour, Productivity and Wages
•    Job creation through massive infrastructure development, services and knowledge industry
•    Achievement of optimal productivity in all sectors of the economy.
•    Living wages in both private and public sectors to enhance productivity and reduce corruption.
•    Mass Housing for citizens through mortgage financing, site and services, building societies and low cost housing schemes.
•    Promote a culture of high productivity and strict time management.

Civil Service
•    Provision of adequate remuneration and conducive environment for work.
•    Security of tenure for career public servants.
•    Institutionalize transparency, accountability and integrity, with heavy sanctions for any act of corruption.
•    Reduce bureaucracy and red carpet-ism by enhancing speed and efficient service delivery in the civil service.

Welfare
•    We will promote social security for all citizens with special attention to the disadvantaged, physically challenged, destitute, un-employed, widows, and the aged.
•    Operate a social security system that offers every citizen opportunity to live.
•    Partner civil society and non-governmental organizations to provide social services and welfare for citizens

Human Rights
•    We will make Nigeria a free society where the dignity of man and the fundamental human rights of all citizens according to the UN charter of human rights are upheld.
•    We believe that the good life must be extended to all citizens.

Social Mobilization
•    The key to effective and efficient social re-engineering and development is the total mobilization of all citizens to participate as stakeholders in democracy, governance and national development.

Youth Development
•    The youth of any nation is the most powerful and potent force for change and development. The potentialities of the youth will be fully developed, nurtured and protected.
•    Youth power and creativity will be enhanced through opportunity for self-improvement and social development. Our government will provide world-class facilities for sports, entertainment, scientific investigation and invention.

Women Empowerment
Any society where women are constrained, restricted and underdeveloped will end up in backwardness. Women constitute more than half of the population and what societies do with that half in terms of development, opportunity and productivity will reflect on the progress for the nation.
•    Promote educational, economic and political advancement for women for the purpose of achieving gender equality.
•    Adequate measures will be taken to prevent or minimise maternal death.
•    Women should have proportionate representation in all segments of society. We will start by guaranteeing a minimum of 50% admission for female students in all educational institutions and 30% representation in employment, politics, appointments and the work-place.

Child Care
•    What we do with our children today will determine the quality of our future:
•    We will ensure that the fundamental rights of our children are protected
•    Adequate measures will be taken to prevent or minimise infant mortality
•    Education and health-care for all children will be guaranteed.
•    We will take measures to identify and nurture prodigious child stars in music, acting, and even entrepreneurship.

Nationalist Diplomacy
•    The Nigerian citizen is the object and king of all policies and programs of a responsible government. Nigeria must become a source of inspiration and pride to all citizens.
•    We will develop relationships with other nations that are mutually beneficial. Any assault on the Nigerian citizen will be viewed as an assault on the nation. This would enhance a sense of belonging, loyalty and commitment of citizens to the nation.
